Goal 1. To educate the entire community on the role of the nonprofit sector as an important partner in the housing delivery process. a. Communicate housing and nonprofit needs to local area government b. Develop quantifiable goals for the Roundtable to allow for evaluation of this organization's effectiveness. c. Invite guest speakers to speak monthly. Pick out topic relevant to nonprofit housing providers (i.e. management, development, underwriting) and have speaker make 30 minute presentation. Goal 2. To pool skills and resources of nonprofit housing producers and housing support agencies a. To use the nonprofit Roundtable to gain organizational and functional strength to achieve our mission by convening regular meetings to share information, and to plan and coordinate activities of the participating nonprofits b. To evaluate and prepare an annual plan that quantifies projects and funding needs of the participating nonprofits and prepare joint funding support request to the various funding entities c. To promote and support emerging nonprofit housing organizations. Goal 3. To pursue various partnership opportunities and linkages with for-profit developers and builders. a. Strengthen relationships between nonprofits and private sector b. To become active participants in the Homebuilder's association to cultivate support of for-profit developers and builders and to seek out opportunities for joint-ventures, other business relationships and mentoring. Goal 4. To pursue activities that would increase the availability of low cost funds to nonprofits. a. Subscribe to legislative, funding resource. Monitor and report on upcoming funding programs. b. Develop calendar of funding source with contact, deadline and summary information. Goal 5. To pursue activities that would encourage governments to provide grants and loans to nonprofits for technical assistance and housing production.

Meeting Minutes from June 26, 2002 Meeting

Agenda Item 1 – Tom Burt and George Mensha from the Florida Housing Finance Corp.
The two individuals discussed the following:
• The SHIP program will allocate approximately $158 million next year for affordable housing. This is
an increase in one of the largest budgets since the program's inception. A host of different projects
can be funded, however primarily these funds are used for single family homeownership. The SHIP
monetary requirements have been modified. If the grants are now less than $3,000 per unit, there are
no monetary requirements.
• Florida Housing Finance Corporation operates a home single family program in which the interest
rates are subsidized by bond sales. The interest rate is now 6.49% and in front porch area
communities, Holden Heights, Goldsborough, and Sanford, these rates are 4.95%. A new application
cycle will be held sometime in September.
• The State offer the Home/HAP program. This program assists both nonprofit and for-profit
developers in developing single family homes. The cycle will commence sometime in September. $2
million dollars is being set aside for rehabilitation of existing homes. Funds are provided to
nonprofits at zero percent interest rate and 3% interest rate for for-profits. Homes must be priced
affordable at 80% area median income and participants have three years to complete the program. In
addition, home buyers can get up to $25,000 down payment assistance. projects must have 30% set
aside for very low income, 30% set aside for low income, and up to 40% set aside for incomes of
120% of area median income. With respect to the rehab program, there are administrative dollars
which are associated with this and can go to the entity providing this program.
Agenda Item 2 – Pat Rice from the Orlando Public Housing Authority
Pat Rice from the Orlando Public Housing Authority was on-hand to talk about several new initiatives.
• Hampton Park is the first successful Hope 6 application program that the Housing Authority has
applied for. This used to be a 100-unit subsidized housing complex. It will now be a mixture of
single family, multi-family and commercial. Homes will be mixed income and will assist people in
both public housing and Section 8 families, as well as others.
• Harbor Court is the second project in which the Authority is trying to obtain Hope 6 dollars for. The
goal is to redevelop what used to be 212 units of public housing, which has since been demolished.
The Housing Authority is now working with local supported service organizations to develop a
network of services to support residences of this new Hope 6 project. One of the main goals is to
move these renters through to become home buyers. One of the ways this is being done is to create
homebuyer clubs which are being orchestrated by the Counseling Collaborative.

Agenda Item 3 – Counseling Collaborative
Gloria Oliver was on-hand from the Counseling Collaborative. She reported that the recent Homebuyer
Fair was a success. Although the numbers were down, the qualifiable applicants were up and many
banks indicated that they secured approvable loans at this event. Gloria announced that they will be
rolling our five new homebuyer clubs with the help of CIBC and Florida Community Partners. In one of
the clubs, which is in operation, ten of the eleven participants have actually closed on a loan to purchase
a home and the one individual is now waiting approval of a loan.
Agenda Item –Miscellaneous Items
• Lisa Chiblow was on-hand from Orange County. she indicated that they are now looking to fill
openings on the Affordable Housing Committee. Interested individuals should contact the County at
407.237.4693.
• Lori Solitro was on-hand from Seminole County. She indicated that there have been some changes in
the down payment program and this program is set to reopen on October 14th of this year. They are
also starting a pilot program to help perform barrier removals and this will also start this fall. The
County is also doing their own intake and counseling. For more information, call 407.665.7370.
• John Hazelroth indicated that the Roundtable is working with the City of Orlando on distribution of
a housing survey for persons with disabilities. The returns of the survey have been weak to-date and
John indicated that it is imperative that we try to facilitate better response rates so that good data can
be acquired. The survey can also be found posted on the Roundtable web site at
www.housingroundtable.org/news.html. It is provided in English, Spanish, and Large Type. Any
assistance that can be offered to disseminate or help individuals complete this survey would be much
appreciated. If you're interested in helping, please call Mary Droege at the City of Orlando at

• Orlando Housing Authority mentioned that they will be applying for Special Needs Housing
vouchers through the Mainstream Program and through other similar initiatives. In addition, Quest
will be applying for 75 vouchers. These organizations will know later this summer if they are
successful in these grant applications.
• The Orlando Housing Authority indicated that on July 20th of this year they will open up their
waiting list for new Section 8 applicants. This is an important event, because the waiting event has
not been open for some time.

addressing the Roundtable on the new County program to assist nurses purchase single family homes,
The second speaker is Ms. Cora Fulmore from Mortgage and Credit Center who will update members on
a predatory lending program being introduced by Freddie Mac to the Central Florida area.
