THE NONPROFIT HOUSING ROUNDTABLE OF CENTRAL FLORIDA - ACTION PLAN

Goal 1.	To educate the entire community on the role of the nonprofit sector as an important partner in the housing delivery process.
   a.	Communicate housing and nonprofit needs to local area government
   b.	Develop quantifiable goals for the Roundtable to allow for evaluation of this organization's effectiveness.
   c.	Invite guest speakers to speak monthly.  Pick out topic relevant to nonprofit housing providers (i.e. management,
development, underwriting) and have speaker make 30 minute presentation.

Goal 2.	To pool skills and resources of nonprofit housing producers and housing support agencies
   a.	To use the nonprofit Roundtable to gain organizational and functional strength to achieve our mission by
convening regular meetings to share information, and to plan and coordinate activities of the participating
nonprofits

   b.	To evaluate and prepare an annual plan that quantifies projects and funding needs of the participating nonprofits
and prepare joint funding support request to the various funding entities
   c.	To promote and support emerging nonprofit housing organizations.

Goal 3.	To pursue various partnership opportunities and linkages with for-profit developers and builders.
   a.	Strengthen relationships between nonprofits and private sector
   b.	To become active participants in the Homebuilder's association to cultivate support of for-profit developers and
builders and to seek out opportunities for joint-ventures, other business relationships and mentoring.

Goal 4.	To pursue activities that would increase the availability of low cost funds to nonprofits.
   a.	Subscribe to legislative, funding resource.  Monitor and report on upcoming funding programs.
   b.	Develop calendar of funding source with contact, deadline and summary information.

Goal 5.	To pursue activities that would encourage governments to provide grants and loans to nonprofits for technical assistance
and housing production.

Meeting Minutes from April 25, 2001 Meeting

Agenda Item 1 – Approval of Minutes

Minutes unanimously approved.

Agenda Item 2 - Habitat for Humanity (Larry Davis)

Mr. Davis was on-hand to talk about Habitat for Humanity in Central Florida. Mr. Davis recently joined Habitat now as the Executive Director.

• Out of this chapter, Habitat has been building six homes per year.
• Since 1984, homes have been built.
• In the year 2001, they will build sixteen. Their goal in the 2002 is twenty homes.
• The biggest challenges are lot and land acquisition.
• Habitat is now trying to interface with other organizations; more than they have in the past.
• In order for home owners to be qualified for Habitat houses, it's based upon need, ability to pay, and willingness to partner with up to three to five hundred hours worth of sweat equity.
• Owners get a twenty year, no interest loan, and the house is sold to them at cost.
• On a national scale, Habitat did 100,000 homes last year.
• Most homes are three bedroom, one bath and the cost is approximately $46,000. They are typically sold for $53,000.
• They also have a four bedroom, two bath that sells for $65,000.
• Habitat currently has a staff of five.

Agenda Item 3 - Jill McReynolds (Keystone Foundation)

Keystone is a nonprofit organization located in Lakeland. They have been a leader in providing financing for first time home buyers for several years. Jill was on-hand to talk about the organization.

• Keystone has been in business for over ten years and currently has a staff of seven. They have two loan processors and two junior loan processors.
• Within the last ten years, they have financed 1,400 units.
• They are funded in part by fees, but also by Polk County. They are a CHDO and they receive 1.3 million dollars each year.
• They are the only CHDO within Polk County. County officials have asked Keystone to help provide technical assistance to encourage other organizations to become CHDOs.
• The County gives $160,000 in home CHDO money plus the seven percent developer fee. They are building on average 73 homes per year.
• There is a consortium of lenders who provide financing for home buyers coming through the Keystone programs. Lenders typically provide 70 percent financing, Keystone provides the remaining 30 percent.
• With first time home buyers, there are many credit issues. For those who have credit difficulties, they are referred over to Consumer Credit Counseling. Lately, Keystone has been getting more involved in writing grant applications and getting money from third parties, such as the Federal Home Loan Bank.
• Jill mentioned a development called Parker Place where they now have three units for sale. They have been for sale since October of 2000. The neighborhood is presenting some difficulty. This is one of the few times where they have spec homes without pre-sales. It has cost Keystone $1,500 to keep the homes up since October and are now getting more aggressive in marketing and paying a five percent real estate commission. Jill mentioned this for nonprofits looking at doing spec homebuilding.
• Keystone has twenty homebuyer education classes each year. Ten are funded by the County.

Agenda Item 4 - Miscellaneous Items

• HUD was on-hand to talk about two new home ownership programs: i) regards special needs populations and is related to Section 8 certificates; ii) HUD is more actively promoting modification of Section 8 guidelines to allow these to be used for down payment assistance.
